It's an all synthetized sound, created on audacity. I wanted to recreat a basic emergency alarm, which can be use for cops, firemen or ambulance. I started by creat a track, then i add chirps. After, i duplicated the track and make a stereo of both. After, i copy and stick multiples times my sound. After, i chossed to raise the speed of the track, twice. I also modified a little bit the height. This is a recording of michigan avenue in chicago from an interior perspective made from the 24th floor facing west. The microphones were spaced apart and placed very close to the window. A stereo wav recording from a zoom h1n during a thunderstorm today. One siren picks up followed by several more producing a convincing stereo image. I have done a basic bass roll-off, but have left it otherwise untouched. If you have a spectral editor you can probably clean out more of the noise, but i couldn't do so and keep the sirens sounding good.

Produced in reasynth then rendered then pitch shifted. The quality was put to the absolute maximum (somewhat to ridiculous degrees) as to provide maximuim headroom for pitch-shifting, headroom and to stop a form of foldback aliasing in sound from occuring - sustaining fidelity.
